I'm working on one of the etudes out of the Voxman book (A Major, page 28), and one of the tempos has me completely bewildered and confused. I cannot find a definition for "tempo di polacca", so I thought I would ask here. If anybody would care to take a stab at this, and provide a definition, you would be the greatest thing since manuscript paper ;D. Thanks.

I'm positive this translates to " polka tempo ". I'd say it's quick, not sure how many beats/minute, but quick.

Actually, that normally means in the tempo of a polacca, which is not the same as a polka. A polka is in 2, whereas a polacca is in three. I believe a polacca is also known as a polonaise. In any event, I would suggest a tempo around quarter = 108-112.
